Having lived in the Eastern Panhandle for most of her life, Effie Kallas has enjoyed the opportunity to serve the community in many different capacities. Active participation in a wide range of organizations such as the League of Women Voters, the Land Trust of the Eastern Panhandle, Stubblefield Institute – Community Engagement Committee, Shepherdstown Parks & Rec Committee, Shepherdstown Centennial Lions Club, and Jefferson County Youth Treatment Court, to name a few, have been a privilege. Effie looks forward to working with the PVAS Board and helping to advance its mission. An attorney, Effie lives in Shepherdstown, where she and her husband raised three beautiful children.
